Francois Acosta (he/him/his)
Consortium for Worker Education
REGION: New York City

Francois Acosta is a dedicated Employment Liaison with a strong commitment to workforce development and community empowerment. With a proven track record of connecting job seekers to meaningful employment opportunities, Francois brings a passion for building partnerships, promoting economic mobility, and creating pathways to career success.

In his role, Francois works closely with employers to identify hiring needs and match them with qualified candidates from diverse backgrounds. He leverages his expertise in job development, client coaching, and labor market trends to ensure both candidates and employers are well-supported throughout the hiring process. Known for his approachable demeanor and strategic thinking, Francois has earned a reputation as a trusted connector between talent and opportunity.

Francois is driven by the belief that employment is more than just a job, it's a stepping stone toward stability, growth, and dignity. He is proud to contribute to initiatives that uplift individuals and strengthen communities through access to work. 


 

Franca Armstrong (she, her)
Mohawk Valley Community College
REGION: Mohawk Valley

Franca Armstrong is the Executive Director of Mohawk Valley Community College's Apprenticeship Programs and a Sociology Adjunct at MVCC. As a member of the statewide leadership team for the SUNY Apprenticeship Program, she is coordinating more than $24 million supporting apprenticeship programs in NYS. She has worked for MVCC for over twenty-five years and has specialized in Workforce Development for most of those years. Her experience includes developing creative partnerships and programming while working on federal, state and local grant opportunities. Franca has served on the boards of several local and state organizations focused on workforce development and has provided countless presentations at the local, regional and state levels.


 

Yolanda Cubero (she, her)
RochesterWorks
REGION: Finger Lakes

Yolanda Cubero is a dedicated Youth Career Services Navigator Support Specialist at RochesterWorks, where she empowers out-of-school youth ages 17–24 to overcome barriers and build meaningful career pathways. With over 16 years of experience in workforce development, Yolanda brings a strong foundation in both adult and youth services. She helps young people navigate complex challenges such as housing instability, justice involvement, and basic skills deficiencies, while also mentoring fellow Navigators and guiding them through compliance, documentation, and best practices.

Yolanda has built a robust network of community partners, enabling her to connect clients with holistic resources that support their career, education, and well-being. Now in a growing trainer role, she provides ongoing coaching to staff and champions culturally responsive, trauma-informed service delivery. Her approach is rooted in empathy, real-world problem-solving, and a deep commitment to equity.

Known for her relatable, family-centered mindset, Yolanda ensures every young person she serves feels seen, supported, and capable of success. Her passion comes from personal experience and a belief that with the right guidance and opportunity, every youth can transform their future and pursue what they love.

Hi, I’m Anil Faizi. I’m originally from Afghanistan and have been living in the USA for almost four years. Since 2024, I’ve been working as an Employment Specialist at Journeys End Refugee Services. I am passionate about helping refugees and immigrants find meaningful employment and build a new life here. I’m committed to making a positive difference in my community by providing support, guidance, and resources to those in need.

Anne Garno (she, her)
Jefferson County Employment and Training
REGION: North Country

Anne Garno is the Assistant Employment and Training Director for Jefferson County, NY. While new to the workforce development world, she has extensive experience in program management, staff supervision, and professional development training provision. Prior to joining Employment and Training she worked in the fields of adolescent, maternal, and infant health. She has a Master's degree in Education and anticipates completing a Master of Public Health degree in December 2025.


 

Ruthann Goodridge

REGION: New York City

Ruthann Goodridge is a dedicated and results-driven Workforce Development Professional with over a decade of experience in community engagement, employment services, and social impact programming. She currently serves as Assistant Director of Jobs Plus North, where she oversees employment initiatives across several NYCHA communities, including Marcy, Tompkins, Armstrong, and La Fayette Houses.

Ruthann began her journey with Bedford Stuyvesant Restoration Corporation in 2022 as a Career Development Specialist. Her exceptional ability to connect with job seekers and forge strong partnerships with employers led to her rapid promotion to Employment Coordinator and, subsequently, Assistant Director in 2024. Her leadership has contributed to a consistent increase in job placements, training enrollment, and client retention, even amidst operational shifts and reduced in-person engagement.

She holds an Associate of Arts in Early Childhood Education and has pursued continuing education in data analytics, project management, and business process management. Ruthann is certified in OSHA safety, CPR, Psychological First Aid, and job development practices for underserved populations.

A passionate advocate for economic mobility, Ruthann combines strategic insight with grassroots engagement to drive employment outcomes, empower underserved communities, and support a more inclusive workforce system.


Kidane Haile (He, Him)
Journey's End Refugee Services
REGION: WNY

With a strong commitment to refugee resettlement and economic empowerment, I have been working with Journey's End Refugee Services since 2018 in various capacities, including Interpreter, Case Worker, and currently as an Employment Specialist. My work centers on supporting newly arrived refugees in their transition to economic self-sufficiency through individualized job counseling, resume development, interview preparation, and job search assistance.

In my role, I actively build and maintain partnerships with local employers to create pathways for meaningful employment, ensuring that refugees can successfully integrate into the workforce and achieve long-term financial independence. With a deep understanding of the challenges faced by newcomers, I bring cultural sensitivity, dedication, and a results-driven approach to every aspect of my work.


Romardio Hamilton (He, Him)
Lehman College
REGION: New York City

My name is Romardio Hamilton, and I serve now as the Workforce Program Coordinator within Lehman College’s School of Continuing and Professional Studies (SCPS). I manage instructor scheduling, partner coordination, clinical placements, student compliance, and tracking key outcomes like attendance and certification within this wide-ranging non-credit healthcare and career training programs role.

Over these past few years, I have worked in my way through these several roles within SCPS, and those include Scholarship Program Assistant, College Assistant, and Interim Facility Manager. By me, strong systems supporting students, staff, and also community partners are better understood through each of these positions.

I recently received my BBA in International Business and Human Resources from Lehman College, also I’m now studying for my Master of Public Administration at John Jay College. It is the power of collaborative partnerships to drive real impact, student equity, and workforce development that evoke my passion.

I came originally from Jamaica as well as now live in the Bronx. I feel honored to become the future public service employee group. I’m excited that I can grow, learn from others throughout the state, and contribute meaningfully as a 2024 Fellow.


Shakira Hart (She, her, hers)

Shakira Hart is a connector, builder, and advocate committed to creating real access to opportunity—especially for communities that have historically been left out. As the Senior Director of Community Engagement at Solar One, she leads clean energy workforce efforts that focus on more than just job placement. Her work is rooted in building systems that center people, support long-term growth, and challenge the status quo of who gets to thrive in this field.

With over a decade of experience in workforce development, Shakira designs programs that reflect the realities of the communities they serve—prioritizing equity, wraparound support, and meaningful employer partnerships. She works closely with teams, employers, and partners to make sure the work isn’t just performative, but actually moves the needle on career mobility and systemic change.

Shakira brings a strong belief that workforce is more than training—it’s a tool for building power, shifting narratives, and investing in people in real and lasting ways. She’s joining the Skilling’ America cohort to deepen her practice, learn alongside others doing this work with intention, and continue pushing for a workforce system that works *for everyone*. 


 

Danielle E. Jones (She, Her)

REGION: New York City

Danielle Elizabeth Jones is a Bronx native and proud alumna of both Lehman College and Rutgers University, where she earned her Master of Public Administration. With a background in community organizing and public service, Danielle brings a justice-centered lens to her work across sectors.

She previously served with the New York City Department of Education, where she focused on supporting students and families through equity-driven initiatives. Currently, she works at the intersection of workforce development and labor, developing strategies that expand access to opportunity for historically marginalized communities.

As a Senior Fellow with the Beyond the Bars program at Columbia University’s Center for Justice, Danielle continues to advocate for systemic change through policy analysis, community engagement, and leadership development.

A scholar-activist, Danielle is committed to bridging the gap between theory and practice, ensuring that the voices of those most impacted by injustice are central to the solutions. She is a lifelong Yankees fan, foodie, lover of music and art, and someone who values authenticity and human difference in all spaces.

I am a seasoned Workforce Development Coordinator with a strong background in program design, staff training, and participant outcomes. Currently leading the Advance & Earn program at AHRC NYC, I develop strategic career readiness initiatives, oversee staff performance, and maintain strong partnerships with community stakeholders. I bring over a decade of experience in workforce development, education, and program compliance, with a proven ability to mentor teams and drive impactful youth-centered programming. I previously held supervisory and coordinator roles supporting individuals with developmental disabilities, managing compliance with state regulations and cultivating inclusive, goal-driven environments. My early career in corporate retail buying honed my skills in analytics, negotiation, and strategic planning. I hold a Master of Science degree in Elementary Education and a Bachelor of Science degree in Marketing from St. John’s University. I am a certified Incident Investigator and passionate advocate for youth empowerment and equitable access to education and employment.


Martha McDermott
Lehman College SCPS Cannabis Workforce & Business Development Program
REGION: New York City

Martha McDermott is a LMSW who has worked in the NYC social services world for over 25 years. She has expertise with She began her career working with Foster Care and Adoption services in NYC, moving on to inner city education initiatives for high school students, as well as adolescent mental health care services. For the past 10 years, Martha has focused on the medical and adult use cannabis industry, first as the Director of Patient Relations and Community Outreach for one of the first medical cannabis licensed companies, Etain, LLC, offering education and outreach for patients and advocates , focusing on the medical attributes of the cannabis plant. She is currently working with Lehman College SCPS Cannabis Workforce and Business Development Program , advising social equity applicants and license holders as they prepare to open their businesses in Bronx and Beyond. Other services for our clients include virtual panel discussions, networking and business development services for anyone interested in entering or developing their roles within the Cannabis Industry, Medical or Adult Use, in New York City and State.

Emily Pena (she, her)

I am a dedicated workforce development and human services professional based in the Bronx, NY, with over seven years of experience helping individuals achieve their career and wellness goals. Currently, I work as a Career Navigator and Employment Liaison at the Consortium for Worker Education, where I provide personalized support to job seekers, connecting them with training, addressing barriers, and guiding them toward meaningful employment.

I hold a B.A. in Sociology with a minor in Criminal Justice from Hartwick College and am currently pursuing my M.S. in Mental Health Counseling at Mercy University. My background includes experience in healthcare and behavioral health settings, where I’ve worked with interdisciplinary teams to improve patient care and access to services.

I am bilingual in Spanish and proficient in systems such as EPIC, BAHN, and Psyckes. I’m known for my strong organizational skills, empathy, and commitment to equity. Outside of work, I volunteer as a backup foster parent and mentor. I’m passionate about supporting individuals through life and career transitions and helping them build sustainable futures.

I currently serve as a Program Manager at the NYC DYCD. Here I support citywide initiatives that promote youth development, workforce readiness, and community engagement. My work is grounded in a deep commitment to equity, mentorship, and expanding access to opportunities for young people, especially those from underserved communities. Before joining DYCD, I worked as a Program Coordinator at Good Shepherd Services, where I focused on workforce training, financial literacy, and building strong partnerships to support participant success. I’ve spent over 10 years working with youth and young adults in both educational and community-based settings, helping them navigate challenges and achieve their goals. I hold a bachelor’s degree in Psychology from Lehman College and hope to begin master studies next year with a focus on forensic or educational psychology. I’m especially passionate about advancing rehabilitation-focused approaches for justice-involved youth and exploring how mentorship can shape self-efficacy and long-term success.


Jessicalynn Poma-Echevarria (She/Her)

Jessica Echevarria is an Employment Skills Instructor based in New York City, with a passion for preparing young adults for success in today’s workforce. With a background in social work, workforce development, and education, she has spent the past several years equipping youth aged 16–25 with the essential tools needed to navigate career pathways, from resume writing and interview preparation to digital literacy and professional communication.

Known for her innovative and engaging teaching style, Jessica integrates real-world application, interactive activities, and culturally responsive instruction to meet students where they are. Her work centers around creating inclusive, supportive spaces where learners feel empowered to set goals, explore career options, and build confidence in their skills.

As a mother, mentor, and community leader, she understands the importance of equity in education and workforce access. She actively collaborates with employers, community partners, and alumni to create opportunities that reflect the diverse needs and ambitions of her students. Whether guiding a student toward their first internship or helping them earn a workplace credential, Jessica is dedicated to fostering meaningful growth and lasting impact in the lives of those she serves.

Before her current position at Director of Talent Solutions at Per Scholas Buffalo, I was Vice President of Student Affairs and Workforce Development at SUNY Erie. Other positions in my 25+ career in higher education include: Executive Director of Community Relations, Director of Student Life at SUNY Empire State College and several other positions as I progressed at the college. I also was Director of Business and Community Relations for Bryant and Stratton College locations in WNY.

Before moving into higher education, Colleen was Vice President of Marketing for a local technology company and ran her own training and consulting company for several
years. She has been an adjunct instructor at Bryant and Stratton College and Empire State College, where she has taught Public Speaking and Oral Communications. She is
involved is several WNY organizations which are listed below. Colleen's passion is empowering others and changing lives through education.

Jaime Talada (she, her)

My name is Jaime Talada. I have an AAS in Chemical Dependency Counseling. I worked in the drug and alcohol field for 6 years, in and outpatient therapy, mostly with adolescents. I knew from a young age that I wanted to be in the helping field, because helping others has always been a passion of mine. I have been in my current role as a Youth Navigator for CSS Workforce NY for over 3 years now and absolutely love what I do. Watching my "kids" gain skills and become employed full time in a career field they never thought could be possible is why I do what I do every day. 


Aneicia Washington (She/Her/Hers)
College of Staten Island - Office of Workforce Development and Innovation
REGION: New York City

Aneicia is a native New Yorker, born and raised in Brooklyn, New York, and continues to reside there with her family. She began her social services career as a Medicaid Service Coordinator and COBRA case manager, guiding and connecting families to Early Intervention services. While completing her degree in Speech and Language Pathology, Aneicia met her practicum requirements by volunteering as an Adult Literacy Tutor with Brooklyn Public Library, which introduced her to the field of Adult Basic Education. After completing her undergraduate degree, Aneicia returned to BPL as a Student Advisor for adult learners in the library’s WIOA-funded programs and, a short while later, took the helm of the Young Adult Literacy Program, where she designed and oversaw a comprehensive academic and vocational program for 17 to 24-year-olds. Aneicia joined the staff of the College of Staten Island's Office of Workforce Development and Innovation in 2022, where she continued to build on the Office's portfolio of national certification training, designing and implementing social service supports to complement the academic components of training. Aneicia continues to work towards building holistic workforce programming that is responsive to the needs of trainees and career sectors.


Mavreen White (she/her)

As Executive Director of Workforce1 at the NYC Department of Small Business Services, Mavreen White leads with vision, strategy, and a deep commitment to equity. She oversees daily operations, recruitment strategy, candidate services, and training delivery across 18 Workforce1 Career Centers, managing a high-performing team of three Directors and seven Program Managers.

With over a decade of experience in workforce development, Mavreen is recognized for designing innovative, data-informed strategies that expand access to quality employment for New Yorkers. Under her leadership, Workforce1 has integrated critical wraparound services such as financial counseling, while building the infrastructure for expanded training and sector-based programming.

Mavreen excels at aligning citywide workforce priorities with the real needs of jobseekers—developing high-impact workshops, credentialing pathways, and employer-aligned recruitment pipelines that drive measurable outcomes. Through strong partnerships with community-based organizations and employers, she ensures that each center remains inclusive, responsive, and effective in meeting the diverse career goals of New Yorkers.

A champion for inclusive economic mobility, Mavreen continues to shape New York City’s workforce system through collaborative leadership, strategic innovation, and a steadfast focus on results.


Daniella Zaccaro (she/her)

I am a dynamic professional with extensive experience in recruitment, public service, and community engagement. Currently serving as Manager of Recruitment & Admissions, I bring a strong background in enrollment strategy, leadership development, and outreach.

Previously, I held key roles with the NYC Board of Elections, the New York City Council, and Bronx Connect—supporting civic operations, advocating for youth justice, and building bridges between communities and institutions. My work also includes directing volunteer initiatives at New Life Outreach International, reflecting a deep commitment to service.

Driven by inclusivity and mission, I consistently deliver impactful leadership across diverse sectors.
