On January 16th, Governor Kathy Hochul presented the Fiscal Year 2024-2025 Executive Budget. You can read the $233 Billion dollar budget briefing book here.

We are grateful to Governor Hochul and her Administration for the continual focus on workforce development and economic development, and appreciate the efforts towards an integrated data system.

Highlights for Executive Budget 2024-2025

  • One Network for Regional Advanced Manufacturing Partnerships: To meet the increasing demand for high-skilled workers, the Budget will provide $200 million in new and existing capital and other resources to support the launch of the One Network for Regional Advanced Manufacturing Partnerships (ON-RAMP) program. ON-RAMP will establish four new workforce development centers in strategic, high-impact locations along the I-90 corridor, with a flagship facility in Syracuse. Through the ONRAMP initiative, workforce development centers will offer credentials and training related to advanced manufacturing with a focus on providing opportunities for disadvantaged populations.
  • $1 billion in new and existing resources to construct a new 50,000 sq. ft. facility to support the High NA Extreme Ultraviolet (EUV) Lithography Center and procure a High NA EUV tool. This initiative partners with leaders in the semiconductor industry to establish a next generation research and development center at NY CREATES’ Albany NanoTech Complex.
  • Tuition Assistance Program Tuition Credit Extender. This proposal would permanently extend the TAP tuition credit and the other remaining provisions of the NY-SUNY 2020 Challenge Grant.
  • Extend Video Conference Participation in Public Meetings. This proposal would extend for two years authorization for public bodies to conduct public meetings with some members and the public joining by videoconference.
  • The Executive Budget proposes $1.2 billion in new capital funding for SUNY and CUNY, including $1.05 billion to maintain and preserve campus facilities and make strategic investments, and $154 million for community colleges.
  • $275 million to support the Empire AI Initiative over multiple years, complemented by more than $125 million in multi-year financial commitments from private partners.
  • $2 million for micro-credential programs that educate teachers in the science of reading ($1 million SUNY, $1 million CUNY).

While we are disappointed not to see more of our legislative priorities outlined in the budget, we know this is the time to act. NYATEP will continue to elevate the needs of the workforce sector throughout the budget negotiating process and we urge you to remain vigilant with your advocacy efforts.
