There are a number of challenges and opportunity associated with putting in place a one-stop system that provides comprehensive, integrated, workforce investment services which meet the needs of both individual and business customers. The Services and Funding Toolkit, developed by a team of local practitioners, provides specific strategies and tips for designing and implementing a one-stop system, including the following: 

  • identifying the shared services to be provided
    determining the costs of operating the system and providing shared services to customers
  • deciding how those costs will be shared among the system’s partners
  • continuously improving the quality of the system and its services to better meet the needs of its customers

Memorandum of Understanding Tool Kit
This 13 page guide is the product of discussions among a group of state and local practitioners during November and December 1999. The information and recommendations contained here were developed under a short time frame, and the process was greatly assisted by the use of an outside facilitator and writer, both of whom have extensive expertise in workforce development.

In developing this guide, the Workgroup recognized that, as complicated as the task will be for workforce development practitioners who are familiar with the legal requirements and the often conflicting provisions of individual legislation governing partners, it will be even more complicated for local policymakers who are not active in the workforce field full time. We have attempted to meet the need for simple explanation of the “what and how” of the 7 key decisions associated with developing MOUs, targeting local workforce investment boards, chief local elected officials, and partner agency representatives.

Appendix C: Memorandum of Understanding Contact Persons
Job Corps, Native American, and Migrant and Seasonal Farm worker programs are required partners IF they provide services in your area. Here are the areas and contact persons as of 1/14/00 for these programs in New York State.

Appendix D: Memorandum of Understanding Definition of Commonly Used Terms
Although the MOU workgroup believes that definitions need to be agreed to locally, here is a starting point to differentiate between One Stop System, One Stop Center, One Stop Partner, and One Stop Operator.
